Does money effect scouting (how much does each team get a year)

so i had a carrer in fifa with man city and i had a ton of great scouting prospects ( 5 players with potentials between 89-94) but left because i had no money so i switched to man u and now im never getting good prospects sheer coincidence or something more? also how much money does man u get if you acomplish all your goals because i would like more then 30 mil (is is just 30 mil every year or a hundred mil every year)
