Does the CPU run commit?

I am playing on All American with a set of sliders that I found here on OS. I try to run a run heavy offense, but the CPU seems to kill me. If I turn up the run blocking or go down to Varsity level then the computer basically just stands to the side and lets me run for 300 yards. Turning the block slider down to what should give fairly realistic results though (about 45-50) and the CPU just dominates me.

They will blow through my line and meet my RB at or behind the line no matter what kind of run I try. Even on counters the defense seems to automatically go to the side I'm running to and not the side I fake to.

To top it off the secondaries stick my WRs like glue. I can't even hurt the defense for playing the run because they cover my receivers like every player on defense is in coverage. Play actions are pretty much inviting the sack. I think I get sacked on play actions 40% of the time. Even if I try to cheese and roll out to the opposite side of the fake the defense lights my QB up.

It seems like the CPU is using run commit, but I'm not sure if the computer can even do that, can it?

CPU doesn't use run commit. You would notice.

The cpu most definitely run commits. They also use all forms of gameplanning. Turn on quiz the QB, and go into a play now game and start throwing interceptions. Then on those plays, look at the defensive formations. You will see run commit blitzing, deep and shallow zone play, a little bit of everything. I have even seen cover the pitch man. It is how I have racked up mucho yards with my QB out of my option run offense at WKU. 2-3 guys converging on my pitch man and everybody else ignoring the QB. So, yes, the CPU uses all features available to them to gain an advantage against a user.
