The answer for this is basically the answer for most questions about missing elements this year.
New engine.
Several things had to be redone from the last few iterations of the game. We should be celebrating the fact that they'll be adding faces to that level of detail throughout the life of the game, even though they do not ship with the game on day one.Comment
