Extending the Scouting Network

As I mentioned in the Championship thread, I am playing as Southampton and got my team into the Championship division. It would seem that the board should begin to start looking a bit further for players than they are, but they are still restricting scouting trips to the UK and Ireland. Does anyone know if it's possible to convince the board that we should begin to start looking at the continent with our scouting network? I haven't been able to find anything in the game that would make me think it's possible, but I wondered if someone might know.

I'm at work so I can't check, but I thought it was an option along with the other "lobby the board" actions.

Have you tried employing a foreign scout so they will turn up with knowledge of foreign leagues, so players will show up in your search?

Not sure if that will work, and if it does I'm not sure if the scout will lose knowledge over time.

When I took over Racing Santander they were a small club and I could only send my scouts around parts of Europe. As our finances improved, we could scout all of Europe and now the whole world.

I've got part of an answer now after getting promoted to the Prem. I can now scout Europe. Still no South America or North America, but the board will now let me send scouts from Spain to Russia and all places in between.
