I would assume so, at least they've always timed their final patch to come after the January transfer window has closed and with it, they've usually included a data update.

Just as they do every year, there will be a patch/update sometime in February.

nope. they never announce their patches. It'll be there when it's ready. We can only assume from experience that it will be the same as it's been in the past...
