1. Apparently the ad was not "banned" -- self-proclaimed experts claim the ad was created for Microsoft, but not Ok'd by Microsoft. Subtle difference, but "banned" suggest that it was some third-party broadcaster that rejected the ad, but in this case it was the client who rejected the ad, allegedly.
2. The only thing this could have been an "ad" for would have been for the Internet. It's much too long for broadcast.
3. I'm not sure I buy it. Looks decent, but it looks more like a student film than a polished ad from someone like Microsoft. I'm not convinced this is a real ad, but I'll gladly defer to evidence to the contrary.

No evidence here, but it certainly fits the style of the one 360 ad I have seen (the water balloon fight).

Often times, they will film a much longer ad for release on the internet, or a special event (i.e the Superbowl) and then cut it down for normal release. The best examples I can think of for this in recent years are Reebok's Terry Tate commercials, and the Nike Soccer comercial where they played 2on2 on the boat. Each had parts taken from it for normal 30-60 second spots, but during something like the superbowl/World Cup they played nearly the full things.
