Could be. Grand Moff was his official title, but I think Leia did refer to him as Governor. Maybe that was another subtle dig at him since in her Government that would still be his title.

Per IMDB, she calls him "Governor", but he is credited as Grand Moff. Possible explanation: He was Governor and that's how she knew him from before rebellion/empire stuff started. She certainly wouldn't care to refer to him as Grand Moff.
